Civil Rights Defenders Seeks Four National Legal Experts in Albania and Serbia for Consultancy

Civil Rights Defenders is looking to engage four national legal experts—two in Albania and two in Serbia—to support the implementation of the regional project “Strengthening Regional Judicial Cooperation in the Western Balkans for Effective Litigation before the CJEU and Implementation of the EU Charter of Fundamental Rights.”
The consultancy aims to enhance the capacities of justice professionals in the Western Balkans in two areas: litigation before the Court of Justice of the European Union (CJEU), and the application of the EU Charter of Fundamental Rights within national legal systems.
The selected experts will be responsible for developing Training Needs Assessment (TNA) Reports and Training Action Plans focused on these two thematic areas. Each country will engage one expert for the litigation stream and one for the Charter stream.

Albania
- National Legal Expert – Litigation before the CJEU
Location: Tirana
Duration: 12 working days between July and 15 September 2025
Remuneration: 1,800 EUR (gross)

Key Responsibilities
- Assess the current training landscape in each respective country
- Consult with relevant national institutions (e.g., Judicial Academy, School of Magistrates)
- Identify gaps in knowledge and implementation capacity related to CJEU litigation or Charter application
- Design a tailored Training Needs Assessment and Training Action Plan for each thematic area
Qualifications
All experts must have:
- A degree in law (LL.M. preferred), with specialization in EU law, human rights, or constitutional law
- A minimum of 10 years of legal experience
- Demonstrated knowledge of EU Law and the Charter of Fundamental Rights
- Proven ability to work with court systems, legal education institutions, and public prosecutors
- Strong analytical and legal research skills
